An MCP tool from the Stripe API server, hosted on mcp.hjlabs.in.

`frozen_time` required	`integer`	The initial frozen time for this test clock.
`name`	`string`	The name for this test clock.

Through the Smart Gateway, any client can run it by name with call_tool, or let the gateway find it with search_tools:
