Soft-delete an Environment Config.

Soft-delete an Environment Config. Releases the active team-scoped name; the config row is retained (soft delete), so sessions created from it keep a resolvable config_id. [DELETE /v2/agents/configs/{config_id}]

Through the Smart Gateway, any client can run it by name with call_tool, or let the gateway find it with search_tools:
